Christopher Miller Named Acting Defense Secretary
American officials have long struggled with how to think about the Shabab — a loosely organized collection of factions, most of whom are focused on the parochial goal of controlling Somalia but some of whom want to participate in Al Qaeda’s global jihad, carrying out terrorist attacks beyond its borders. Mr. Miller seemed an unlikely emissary for such a delicate diplomatic foray. He spent most of his 31-year military career in shadowy Special Operations assignments. He commanded a Special Forces quick-reaction team that flew to Afghanistan in December 2001 to help a team accidentally struck by an American bomb. They stayed to increase security around Hamid Karzai, who had just been named Afghanistan’s interim president. During the Iraq war, Mr. Miller hunted high-value insurgent leaders. In 2018, he became a top counterterrorism official at the National Security Council, the arm of the White House that helps manage interagency matters involving the military, intelligence and foreign policy.Mr. Miller frequently worked with Mr. Patel, a former aide to Representative Devin Nunes of California, the top Republican on the House Intelligence Committee and an outspoken supporter of Mr. Trump.By contrast, Mr. Miller is not known as a partisan ideologue, according to interviews with officials who have worked with him. His counterterrorism and hostage-focused portfolio has permitted him to largely avoid national security issues that have attracted political furor during the Trump era, like Russia. His watch at the National Security Council included meetings that led to the American commando raid in northwest Syria last year to kill the leader of the Islamic State, Abu Bakr al-Baghdadi, and he has gained the trust of officials like Mr. O’Brien and Mr. Patel. This year, Mr. Miller briefly moved to a counterterrorism role at the Pentagon before the Senate in August confirmed him to lead the National Counterterrorism Center, an agency created after the attacks of Sept. 11, 2001, that is supposed to serve as a clearinghouse for terrorism threat information and coordinate intelligence sharing between organizations including the C.I.A., the F.B.I. and the National Security Agency. The center is not supposed to play an operational role. But as Mr. Miller studied intelligence reports about the Shabab’s senior leadership and Somalia, he told colleagues that it might be possible to change the equation that has kept the United States locked in irregular warfare with the Shabab — including periodic drone strikes targeting suspected militants and the deadly Shabab assault on an American air base at Manda Bay, Kenya, in January. Mr. Miller has displayed an irreverent demeanor that at times clashes with the grave policy matters he has handled, according to people who have worked with him. His background in the Army Special Forces dovetails with a reputation for being hard-charging and not always respectful of bureaucratic vetting procedures that are intended to ensure that potential consequences are fully considered before acting.- Advertisement – Now, control over American national security and foreign policy has been upended. Mr. Trump abruptly installed Mr. Miller as acting defense secretary this week — making him, at least on paper, Mr. Pompeo’s equal for the administration’s last two months. Mr. Patel is becoming Mr. Miller’s chief of staff. The appointment capped a stunning rise for Mr. Miller, a former Green Beret officer who 11 months ago was a counterterrorism adviser at the National Security Council and who lacks significant experience managing a sprawling organization. The extraordinary power and responsibility he will wield during the uncertain endgame of the Trump administration — when Mr. Trump is refusing to acknowledge that he lost the election — immediately cast tremendous attention on the largely unknown new Pentagon leader. Near the end of the Obama administration, the executive branch deemed the entire group an enemy in the war on terrorism, and Mr. Trump eased limits on military strikes in Somalia. But years of fairly regular bombings have failed to bring the Shabab to heel, and in its fourth year the Trump administration has flirted with the idea of pulling back from the Horn of Africa.Amid that churn, Mr. Miller wondered whether it would be possible to separate key Shabab factions from Al Qaeda to reduce its threat to American interests beyond Somalia’s borders. He focused on a group of about 10 older leaders with strong personal ties to Al Qaeda, rather than younger, more nationalistic Shabab leaders. It was difficult to obtain accurate, timely intelligence to target and kill the Qaeda-linked Shabab leaders. Mr. Miller raised ideas for isolating or eliminating them: Perhaps the younger leaders could be persuaded to rebel against them, or the older cohort could be bought off to sideline themselves from the struggle, the officials said.It made sense that Mr. Miller would be attracted to the idea of striking an unorthodox deal with elements of an Islamist militant group to try to diminish the terrorist threat, given his previous experience as a Green Beret officer in Afghanistan and Iraq, said Luke Hartig, a former senior director for counterterrorism at the National Security Council during the Obama administration who has worked with Mr. Miller.“Based on Chris Miller’s military background in the Special Forces, he would certainly have a lot of interest in working with irregular forces or others to defeat our terrorist enemies,” Mr. Hartig said. The Qataris had experience as the intermediary for peace talks with the Afghan Taliban. Mr. Miller went to Mr. Patel with his idea of enlisting them for a similar outreach effort. With the National Security Council’s blessing, Mr. Miller approached Qatar’s ambassador to the United States to obtain the blessing of the country’s emir to pursue the idea. The officials familiar with Mr. Miller’s aborted venture described it on the condition of anonymity because of its sensitive diplomatic and intelligence nature. Spokesmen for the State Department, the National Security Council and Mr. Miller declined to comment. Mr. Miller’s previously unreported trip to Qatar offers insight into the acting secretary’s mind-set. The awkward shuttering of the effort was an embarrassing outcome for the U.S. government, in part because Qatar’s emir had already apparently given his approval to explore Mr. Miller’s proposal. It could also portend the kind of last-ditch initiatives or operations, whether overt or covert, that Mr. Trump and his top aides might pursue during his last weeks in office.“The policy process in this administration has just been so bizarre,” said Tricia Bacon, a Somalia specialist at American University in Washington and a former State Department counterterrorism analyst.- Advertisement – – Advertisement – Then, over the Columbus Day weekend, Mr. Miller and aides flew to Doha to open talks with senior Qatari officials, including its foreign minister and top counterterrorism leaders. The Qataris were said to have expressed interest in some of the ideas but were cautious about how to proceed. As a preliminary step, they proposed looping in Norwegian diplomats who had also served as go-betweens with the Taliban.Mr. Miller returned from his trip with a proposal to schedule three-way talks with Qatar and Norway to flesh out the proposals, according to the officials. At that point, however, Mr. Pompeo and his top aides became aware of his efforts. The move was seen within the State Department as freelance diplomacy — an intrusion into Mr. Pompeo’s turf — and, more broadly, many counterterrorism policy officials viewed it as insufficiently thought out.Among the problems: figuring out whom to talk to in the Shabab, whose leaders tend to kill one another when they have ideological disputes; figuring out what the effort would mean for the fledgling Somali government the United States is supporting; and vetting the public-relations risks of negotiating with Qaeda-linked figures.Mr. Pompeo insisted that the State Department take over the initiative from Mr. Miller. He referred the matter to the department’s Africa Bureau, where officials said it was widely seen as bureaucratically dead even before Mr. Trump lost the election — and a reversal that has exposed the American government to looking flighty in the Middle East.“This story is strange on so many levels,” Ms. Bacon said. “Reducing the threat to U.S. interests by eliminating 10 Shabab operatives doesn’t hold up. The threat from Shabab isn’t that simple. We have already tried that, and it hasn’t worked.”Thom Shanker contributed reporting. WASHINGTON — A little-known counterterrorism official named Christopher C. Miller flew to the Middle East last month to pursue a diplomatic idea: asking Qatar to help devise plans to buy off or otherwise marginalize some senior leaders of the Shabab, Al Qaeda’s affiliate in Somalia, who are more committed to attacking the West.Mr. Miller had obtained a blessing from Kash Patel, then a senior official at the National Security Council. President Trump’s national security adviser, Robert C. O’Brien, was also aware of the trip, officials said. But they bypassed the nation’s chief diplomat, Secretary of State Mike Pompeo — and when he found out, he deemed the idea half-baked and shut it down.- Advertisement –

195 Vietnamese being tested for avian flu, report says
Mar 21, 2005 (CIDRAP News) – A Vietnamese newspaper has reported that 195 people in an area affected by H5N1 avian influenza have suspicious symptoms and are being tested for the disease.Than Nien News reported yesterday that the possible cases are in the Chau Hoa commune in Quang Binh province in central Vietnam. A 5-year-old boy from the commune tested positive for avian flu last week. Yesterday the paper said that tests had confirmed avian flu in the boy’s 13-year-old sister, who died Mar 9. However, another Vietnamese news agency said on Mar 19 that the girl had not been tested. The commune “has been severely hit by the bird flu, with 195 patients showing symptoms and two children testing positive with the virus,” Than Nien News reported. The information was attributed to Mai Xuan Thu, vice chairman of the provincial People’s Committee. The story said it was not clear whether the sick people, “some of whom had eaten sick chickens, have the symptoms of the deadly bird flu or the normal flu.” The report did not mention any deaths among the suspected cases and gave no details about the symptoms. If many of the people test positive for H5N1, it could mean that the virus is improving its ability to spread from person to person, thereby increasing the risk of a flu pandemic. Nearly all the human cases of H5N1 avian flu since late 2003 have been attributed to exposure to poultry. Experts believe that one patient, a 11-year-old Thai girl, probably transmitted the virus to her mother and an aunt last September.”The outbreak hit the province’s Kinh Chau village in Chau Hoa commune just ahead of the Lunar New Year holidays which started Feb 9,” the newspaper report said. It said 108 of the 195 people are from Kinh Chau and the rest live in other villages in the same commune.Another Than Nien News story, published today, said, “An interagency task force has arrived at the commune to take immediate necessary actions to stabilize the situation and fend off the spread of the epidemic.” That news was attributed to an anonymous source. The report said all the patients are being tested for the virus, and those with “unusual” symptoms have been transferred to a hospital in the city of Hue for “quarantine treatment.”Other Vietnamese online news services did not appear to be reporting the story of the 195 suspected cases today. The 5-year-old boy with avian flu, named Hoang Trong Duong, was in serious condition, according to yesterday’s Than Nien report. In a Mar 18 story, the newspaper said no samples from the boy’s 13-year-old sister, named Hoang Lan Huong, had been preserved for testing. But the two more recent stories said she had tested positive for avian flu. However, a Mar 19 report by Viet Nam News quoted Pham Ngoc Dinh, deputy director of the Central Institute of Hygiene and Epidemiology in Hanoi, as saying the girl had not been tested for the virus. The two children fell ill after the family had eaten a chicken given them by relatives, according to reports.
Toronto officials approve antivirals for city workers
Apr 29, 2008 (CIDRAP News) – Toronto’s city council yesterday approved a $1.5 million plan to treat nearly half of the municipal employee workforce with antiviral medication in the event of a pandemic scenario, making it the first major Canadian city to stockpile the drugs. In approving the proposal to stockpile antiviral medications for some city employees, the Toronto city council heeded the recommendations of its medical officer of health, David McKeown, who advised that the city should act now to avoid a delay in acquiring a supply of oseltamivir (Tamiflu), according to a report today from the National Post, a newspaper based in Toronto.Oseltamivir, a neuraminidase inhibitor, is used to treat seasonal flu and is both the first-choice drug for treating people infected with H5N1 avian influenza and the best hope for treatment if H5N1 evolves into a pandemic strain. Many countries have made stockpiling osteltamivir and other antiviral medications a component of their pandemic planning.”I believe it is a prudent measure to take for an event that is highly likely to occur,” McKeown said, according to the Post report. In addition to the initial $1.5 million purchase that would treat up to 13,000 employees, the council also appropriated $606,000 to store the drug in a warehouse, the Post reported. Toronto could spend up to $5 million to stockpile drugs to keep the city workforce in place during an influenza pandemic, the report said.Though most council members supported the plan, some questioned which of Toronto’s 24,000 municipal employees would receive the drug and how city officials would dispense the antivirals, according to the Post report. Other council members asked whether the city was rushing into the antiviral purchase and if the city was taking on an extra burden that provincial and federal officials should shoulder. However, council member John Filion said after the SARS (severe acute respiratory syndrome) epidemic, extra precautions were warranted and that the council should consider a stockpile for the whole city, the Post reported.Though federal and state governments are the groups that typically fund and manage antiviral stockpiles, some major cities are organizing their own stockpiles. Terence Hurley, a spokesman for Roche, the maker of Tamiflu, pointed out that a US federal plan to subsidize state antiviral purchases contains a mechanism for some localities—Chicago, Los Angeles County, and New York City—to purchase the drug with federal support.According to a December 2007 report from Trust for America’s Health (TFAH), Chicago has purchased 67% of its federal subsidy (301,238 courses), Los Angeles County, 100% (1,036,444 courses), and New York City, 0% (only 30 courses). On Apr 25 the Institute of Medicine (IOM) released a report that said the US government should expand its stockpile of antiviral drugs if its goal is to have enough doses to treat all patients and provide preventive treatment for some others at risk in an influenza pandemic. The expert committee that wrote the report also advised the federal government to clarify its antiviral use goals, because planning documents provide little concrete information on the prophylactic use of the medications.See also:Dec 2007 TFAH report on public health readinessApr 25 CIDRAP News story “IOM: US likely to need bigger antiviral stockpile”

With the presentation “Apoxyomenos on the island of vitality on February 16, 2018 in Trieste, the destination offer of the island of Lošinj was successfully presented, with an emphasis on underwater archeology and the Lošinj ambassador – Apoxyomenos. After the presentation “Apoxyomenos on the island of vitality” and the reception “Apoxyomenos gastronomic story”, visitors visited the most important maritime exhibition “Sea of closeness – underwater archeology tells the history of the Adriatic” where the island of vitality presented its selective forms of tourism and underwater archeology. it was precisely Apoxyomenos. Among almost a thousand finds from underwater locations presented at the exhibition, 304 were borrowed from Croatian institutions, and the Lošinj, ancient bronze statue of the athlete Apoxyomenos also found its place.”Lošinj is a beautiful place, and Trieste and Lošinj have a historical connection as well as numerous possibilities. It is necessary to work on these opportunities, new connections and cooperation that will lead to even stronger synergy between the two cities. Because why wouldn’t guests from Trieste stop by Lošinj for a trip, and also guests from Lošinj had the opportunity to visit Trieste for one day ” said Maurizio Bucci, Head of Tourism, Economy and European Projects of the City of TriesteThe presentation “Apoxyomenos on the Island of Vitality” was organized by the City of Mali Lošinj, the Tourist Board of Mali Lošinj and the Consulate General of the Republic of Croatia in Trieste, the Croatian National Tourist Board in Italy and the Croatian Chamber of Commerce. “Today’s presentation is another confirmation of the intensive, meaningful and friendly relations between Italy and Croatia, which are manifested through cooperation in all areas. We are witnessing an increasingly intensive development of this cooperation with the FVG Region (Friuli Venezia Giulia), which recognizes the importance of good neighborly relations and the potential they provide for strengthening cooperation, especially in the economy and culture. Good neighborliness, dialogue, togetherness and solidarity is what should guide us in our mutual relations, and our common Adriatic Sea has always connected us forever.k, Consul Consul General of the Republic of Croatia in Trieste Nevenka Grdinić.After the presentation, all participants and visitors got to know a part of the Lošinj gastronomic offer at the reception “Apoxyomenos’ gastronomic story” at the Savoia Excelsior Palace Hotel. The author of the cookbook “Apoxyomenos’ gastronomic story”, Adriano Nikolić from Lošinj, spoke about the specialties prepared from foods that were used in antiquity and their method of preparation.Ana Kučić, Mayor of Mali Lošinj: Lošinj is not just the sun and the seaThe Mayor of Mali Lošinj, Ana Kučić, thanked the hosts for a great opportunity and the opportunity to present the destination, ie gastro and cultural offer, as well as the underwater archeology of the island of Lošinj in Italy, one of the most eminent tourist markets.Lošinj is not only the sun and the sea, we have an excellent offer, accommodation capacities of 4 * and 5 *, rich history, heritage, exceptional archeological sites, Apoxyomenos, good transport links, mild climate, tradition of health tourism for more than 125 years. We strive to preserve all this through sustainable management and care for the environment, but at the same time to develop and improve it in an innovative way. Educational programs, stimulation of human capital development, arranged communal infrastructure, spatial plans that take care of the preservation of space and high quality of service are our trump cards and base for the development of Lošinj in the future ” said Mayor Kucic.Mali Lošinj wisely and skillfully uses its biggest tourist attraction to promote the entire islandThis is a great example of how to make a quality promotion where one “symbol”, “landmark” ie the brand that pulls the whole story, in this case the story of Apoxyomenos, used for the entire tourist presentation of the island of Losinj through indigenous gastronomy, cultural heritage, health tourism, underwater archeology, and all other tourist products, which are not based only on the sun and the sea. This and similar presentation where Apoxyomenos is used as a “bait” and the main star, and behind it the entire tourist offer is not organized for the first time, on the contrary, Mali Lošinj skillfully and smartly travels Europe through various target markets and presentations that will certainly be short-term. pay off and generate more and more tourist traffic in the pre- and post-season. The tourist year is being built step by step, but strategically and planned, and Mali Lošinj makes excellent use of its advantage and biggest attraction and adds added value to it.Also, Mali Lošinj develops other tourist products, such as cycling tourism. Thus, from 21 to 22 April 2018, on the 1,8 km long trails and lookouts of the island of vitality, about three hundred participants will compete in the extreme downhill cycling race World Cup 2018 – Downhill Lošinj. In Mali Lošinj, they could have stayed within the local framework, ie within the framework of the museum itself, but that would certainly not pay off in the long run. We need to tell the stories of our story, present and package them wisely and give them new added value, so that in the end we canA lot of activities for the general public go under the radar, but do not be surprised when in a few years Mali Lošinj or similar tourist destinations that are building their future step by step, and not waiting for the Ministry or CNTB, talk about the tourist year, not the tourist season. Nothing is accidental, including the tourist success, like Zagreb, which has been communicating on the eastern market for ten years, and so is Mali Lošinj.Related news:TZ MALOG LOŠINJA LAUNCHED A PROMOTIONAL CAMPAIGN “1 VISIT IS WORTH 1000 PICTURES”.THE WORLD CUP IN DOWNHILL ON LOŠINJ IS AN IDEAL OPPORTUNITY FOR THE PROMOTION OF THE ENTIRE KVARNER REGION AS A BIKE FRIENDLY DESTINATION
